Skills for Employment Investment Program (SEIP)

The SEIP Project aims to harness the evolving skills development system by strengthening training partnerships established under Project 1, expanding the scope of skills training. In its endeavour, SEIP included both public and private partners, training institutions and employers across the country to bring the people into skilled labor force with special preference to women, disadvantaged, physically challenged and Small Ethnic Community People (SECP) with a mandate to ensure at least 30% female participation in almost all activities. The SEIP program is being implemented in industry and service sector in collaboration with 26 partners including 12 IAs, ISC, DTE, BMET, BITAC, PKSF and others with a target to train 841,680 youths by December 2023 and provide at least 60% of them with gainful jobs.

It is imperative to inform the people about the key features, scopes and opportunities of the SEIP training through social marketing and that SEIP provide free training to unskilled and semi-skilled workforce, trainees are provided with conveyance and refreshment allowances, training materials, personal protection equipment (PPE) during training period, and upon completion of training the successful trainees will have a decent job; and that female, poor, indigenous, physically challenged person (PCP) and small ethnic community people will get priority in the training; and that there is provision for special stipend for poor and disadvantaged and training areas, training centers and basic requirements of the trainees needed to avail this opportunity.

SEIP has contracted out the services of Social Marketing of SEIP to JV of Barnamala Communication Limited and Visual Communication Limited (VISCOM), selected through a competitive QSBS method, signing a contract between Skills for Employment Investment Program (SEIP) and JV of Barnamala Communication Limited on 28 December 202, following a negotiation meeting held between the Client (SEIP) and the Consultant (JV of Barnamala Communication Limited) on 26 December 2021.

The main purpose of the assignment is to branding of SEIP and the training under the auspices SEIP through:

  • raising awareness across the country about importance of skills training for self-development and accessing to decent jobs
  • making target population informed about scope, key features, training areas, training canters, basic requirements, and impact of SEIP training and
  • motivating and integrating women, disadvantaged, physically challenged and small ethnic community people (SECP) in the SEIP training program
  • sensitizing a network of training providers, industries and employers to provide support for skills development and opportunities for gainful employment

  • All over the country
  • 16 districts and 16 upazilas have been selected from 8 divisions of the country, considering the poverty rates estimated by BBS HIES 2016, for conduction of Workshop, Community Meeting and Rally. The list of 16 districts and 16 upazilas is given below.
